Expand functionality of Flags - by: Ihoujin

I found flags are a convenient way to mark where to center an image frame with the help of custom FOV Symbols, but it is not possible to directly import flag coordinates into the EKOS Scheduler as a target. It think it would be quite useful if the target's Find Object window could filter by Flags and import them. Also a way to add flags to the Observation Planner would be great.
